Abstract:
The OCC, FRB, and FDIC plan to issue an advance notice of proposed rulemaking to request comment on the potential establishment of minimum liquidity coverage requirements for state and federal branches and agencies of foreign banking organizations (FBOs). The notice will request comment on the establishment of three potential categories of standards, an FBO’s category would be based on the extent of its U.S. operations and applying tailored liquidity requirements to the branch and agency networks of an FBO based on its category. The categories and potential liquidity requirements would be designed to be generally consistent with a separate proposal issued by the agencies that would apply tailored capital and liquidity standards to large U.S. banking organizations. |
