Title: National Emission Standards for Hazardous Air Pollutant Emissions: Petroleum Refinery Sector 
Abstract:

The Refinery Sector Rule was promulgated on December 1, 2015 (80 FR 7178). On February 1, 2016, Earthjustice and the American Petroleum Institute (API) and the American Fuels and Petrochemical Manufacturers (AFPM) petitioned the Agency for reconsideration of aspects of the final rule. On June 16, 2016, the EPA granted reconsideration of five aspects of the final rule for which the EPA did not provide adequate opportunity for notice and comment. On April 10, 2018, EPA also proposed to address the delayed coker water over requirements for which we granted reconsideration. This action finalizes EPA's response to the issues for which EPA granted reconsideration.
