Title: National Emission Standards for Hazardous Air Pollutant Emissions: Petroleum Refinery Sector 
Abstract:

The Refinery Sector Rule was promulgated on December 1, 2015 (80 FR 7178). On April 10, 2018, the EPA proposed amendments to the NESHAP Refinery MACT 1 and Refinery MACT 2 regulations to clarify the requirements of these rules and to make technical corrections and amendments to requirements for work practice standards, recordkeeping and reporting. This action also proposed technical corrections to the NSPS for Petroleum Refineries (40 CFR part 60, subpart Ja). Proposed revisions included reducing recordkeeping requirements for maintenance venting activities, addressing the use of separation equipment in the delayed coker water-over water discharge process, addressing pilot-operated PRD and air entrainment in flare assist systems and corrections of typographical errors and cross-referencing errors. This action addresses public comments received on the proposal and finalized amendments with the goal of eliminating uncertainty and simplifying compliance with the implementation of the December 1, 2015, final rule. RIN 2060-AU12 has been subsumed into this action, which was signed on November 8, 2018, and published in the Federal Register on November 26, 2018 (83 FR 60696).
