Title: ●Administrative Rulemaking, Guidance, and Enforcement Procedures 
Abstract:

This rulemaking would update the Department's existing regulations at 49 CFR part 5 on "Rulemaking Procedures." This update would revise these regulations to reflect updated policies and procedures, issued by the General Counsel on December 21, 2018, relating to the issuance of rulemaking and guidance documents. This update would also incorporate the Department's internal procedural requirements governing enforcement actions initiated by the Department, including administrative enforcement proceedings and judicial enforcement actions brought in Federal court.
