Title: Housing Trust Fund (FR-5246) | |
Abstract:
The Housing and Economic Recovery Act of 2008 establishes a Housing Trust Fund to be administered by HUD. The purpose of the Housing Trust Fund is to provide grants to States to increase and preserve the supply of rental housing for extremely low- and very low-income families, including homeless families, and to increase homeownership for extremely low- and very low-income families. On December 4, 2009, HUD published a separate proposed rule to establish the allocation formula for the distribution of Housing Trust Fund grants to States. On October 29, 2010, HUD published for public comment the regulations that will govern the Housing Trust Fund. Consistent with HUD's prior agenda descriptions regarding this rulemaking, HUD issued a single interim final rule for both of these proposed rules. It is HUD’s intention to open this interim rule for public comment once funding became available and the grantees gain experience administering the Housing Trust Fund program. HUD intends to open this interim rule for public comment, with a focus on simplifying program regulations and ensuring that HTF is compatible with initiatives such as Opportunity Zones. |
