Title: Federal Employees' Group Life Insurance: Clarifying Annual Rates of Pay and Amending the Employment Status of Judges of the United States Court of Appeals for Veterans Claims 
Abstract:

The final rule updates the FEGLI regulation to state that judges of the United States Court of Appeals for Veterans Claims are covered under applicable provisions of 5 U.S.C. 87.This rule clarifies which pay is annual basic pay for FEGLI Program purposes. It clarifies that retirement-eligible pay is considered annual pay for purposes of the FEGLI unless excluded by applicable statute or regulation. FEGLI annual basic pay does not include bonuses, allowances, overtime pay, or any other pay to a covered civilian employee given in addition to the base pay of the position, unless included by a specific provision of statute or regulation.
