Title: Probation on Initial Appointment to a Competitive Position; Performance-Based Reduction In Grade; Removal Actions; and Adverse Actions | |
Abstract:
Pursuant to its statutory authorities in chapters 33, 43, and 75 of title 5, and in consideration of the non-enjoined portions of Executive Order 13839, OPM is proposing to revise its regulations governing probation on initial appointment to a competitive position; performance-based reduction in grade and removal actions; and adverse actions. We propose revising the current rule to assist agencies in streamlining and clarifying procedures and requirements to better support managers in addressing unacceptable performance and promoting employee accountability for performance-based reduction in grade and removal actions as well as adverse actions. The proposed rule will also update references and language due to statutory changes. Finally, the proposed rule will support agencies in implementing their plans to maximize employee performance in accordance with Office of Management and Budget (OMB) M-17-22 (April 12, 2017) and elements of the President’s Management Agenda relating to the Workforce for the 21st Century. |
