Title: Emerging Markets Program | |
Abstract:
The Agriculture Improvement Act of 2018 adopted the Emerging Markets Program (EMP) with some changes, and the EMP program regulations, codified in 7 CFR part 1486, must be updated to align with the new statutory language. In addition, the USDA Office of General Counsel (OGC) identified certain other instances in which the existing EMP regulations should be amended to more precisely reflect current statutory language. Current regulations also reference outdated Foreign Agricultural Service (FAS) organizational structures and practices. The intended effect of this rulemaking is to amend the current EMP regulations by incorporating the 2018 Farm Bill changes, updating outdated FAS organizational references, addressing inconsistencies with 2 CFR 200, and aligning the regulations more closely with statutory language, as OGC previously identified. |
