Title: ●Supplemental Nutrition Assistance Program: Procedural Requirements for Households That Have Zero Gross Countable Income and Include A Work Registrant 

The Department proposes to amend the regulations to require State agencies to apply specific certification period lengths, reporting requirements, and interview requirements for SNAP households that report zero gross household income and which also contain an able-bodied, working age adult (a work registrant). The Department proposes these changes to promote timely and accurate reporting of changes in employment and income that might affect household benefit amounts, to further advance the Department’s goal to promote work and self-sufficiency, and to implement the principles of the President’s April 10, 2018, Executive Order 13828 Reducing Poverty in America by Promoting Opportunity and Economic Mobility.
