Title: Special Use--Vegetation Management in Utility Corridors | |
Abstract:
The 2018 Omnibus Appropriations Act directed the Forest Service (and the Bureau of Land Management to amend its regulations to strengthen vegetation management, maintenance and inspection plans and agreements for power line rights-of-way. As required by section 512 of FLPMA, 43 U.S.C. 1772, the proposed rule would amend 36 CFR part 251, subpart B, to add direction for the development and approval of operating plans and agreements for electric transmission and distribution lines, and approval of activities under those plans and agreements, for vegetation management, facility inspection, and operation and maintenance. The vegetation management rule is a precursor to implementation of the 2018 Farm Bill, which provides for pilot projects that would utilize the new procedures to mitigate wildfire risk associated with electric transmission and distribution lines. |
