Title: Rescission of the Fishing Activity Prohibition in the U.S.S. Monitor Marine Sanctuary 
Abstract:

The proposed action would rescind the NMFS regulations (15 CFR 600.705) that prohibit all fishing activity under 15 CFR part 924 in the U.S.S. Monitor Marine Sanctuary. The NMFS prohibition on all fishing activity is broader than, and inconsistent with, the general Sanctuary regulations, which specifically prohibit bottom fishing (e.g., using bottom tending gear). The NMFS and National Ocean Service (NOS) reassessed the fishing prohibition and concluded that the broader prohibition is unnecessary given existing Sanctuary regulations (15 CFR 922.61) and the Sanctuary's main objective of maritime heritage protection.
