Title: ●Amendment 42 to the Fishery Management Plan for the Snapper-Grouper Fishery of the South Atlantic Region 

This rulemaking action proposes to implement the South Atlantic Fishery Management Council’s Amendment 42 to the Snapper-Grouper Fishery Management Plan. Commercial and charter vessel/headboat snapper-grouper permit holders are required to possess equipment that will increase survivorship of sea turtles if hooked. This equipment includes line clippers, dip nets, dehookers, bolt and line cutters, and pliers. This rule proposes to add three newly approved sea turtle release devices to the regulations as options to fulfill the requirements for carrying sea turtle release gear. The additional gear includes a collapsible hoop net, a sea turtle hoist, and a new type of dehooking device. These three new devices are not the only devices that industry may use but are in addition to the existing authorized devices for industry, providing greater flexibility to fishermen. In addition, NMFS proposes to simplify and clarify the requirements so that Fishery Management Plan amendments are not necessary to add new gear types to the list of approved gear. These changes would streamline management and provide additional flexibility to both the commercial and recreational sectors of the snapper-grouper fishery.
