Title: ●Control Date for the Spiny Lobster Trap Fisheries in Federal Waters off St. Thomas/St. John and St. Croix, U.S. Virgin Islands 

The Caribbean Fishery Management Council (Council) recently voted to establish a control date of September 1, 2017, for the spiny lobster trap fisheries of St. Thomas/St. John and St. Croix, U.S. Virgin Islands (USVI). This control date would allow the Council to evaluate the level of participation in the USVI spiny lobster trap fisheries. This advanced notice of proposed rulemaking will inform the industry and the public that the Council is considering future action to limit access to the fisheries. The notice will announce that anyone entering the fisheries after the control date may not be assured access if management measures that limit the number of participants in the fisheries are prepared and implemented.
