Title: ●Establishment of a Control Date for the American Lobster Fishery 

At the request of the Atlantic States Marine Fisheries Commission (Commission), this action provides notice that NMFS intends to establish April 29, 2019, as a control date for the American lobster fishery. This control date notifies Federal American lobster permit holders and any potential new entrants that future participation and eligibility may be affected by past participation, documented landings, effort, and/or gear configuration prior to the control date. This control date may be used by the Commission to implement measures that reduce the risk of serious injury and mortality from lobster gear to the North Atlantic right whale. The specific measures to achieve this goal are not yet finalized by the Commission, but will likely focus on reducing the number, and lowering the breaking strength of, vertical lines used in the lobster trap fishery.
