The existing regulation established and prescribed the objectives, composition, responsibilities and authority of the Corps’ internal Mississippi River Water Control Management Board, with the objective of coordinating the river basin activities of the relevant Corps Division Commanders. The regulation cites 33 U.S.C. 701 and 33 U.S.C. 701c-1, which deal with the flood control responsibilities of the Corps, indicating the types of activities to be coordinated. This final rule action is largely administrative in nature, removing unnecessary and outdated CFR text, which will provide clarity and reduce confusion to the public. The same content can be found in the Corps’ publication of ER 15-2-13. The rule does not place a burden on the public, therefore its repeal does not provide a burden reduction or cost savings.
