Title: Modification of DFARS Clause "Advanced Payment Pool" (DFARS Case 2019-D013) 
Abstract:

DoD is proposing to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to update the clause at DFARS 252.232-7000, Advanced Payment Pool, to incorporate the text of DFARS 252.232-7001, Disposition of Payments, into DFARS 252.232-7000 and then repeal DFARS 252.232-7001. DFARS clause 252.232-7000 incorporates the terms of an advanced payment pool agreement into the contract by reference. 252.232-7001 explains how payments will be made under the contract when payment is to be issued by a disbursing office not designated in the advance payment pool agreement. When applicable, the text of 252.232-7001 is used in conjunction with 252.232-7000 and, as such, these terms should be located together for ease of the contractor. The modification of this DFARS clause supports a recommendation from the DoD Regulatory Reform Task Force.
