Title: Discharge Review Board (DRB) Procedures and Standards 
Abstract:

DoD is proposing revisions to this part to create a single DoD-level rule for discharge and dismissals by incorporating language from all the Military Service rules which will be repealed once this revision is issued. This includes 32 CFR parts 581, 723, 724, and 865. This consolidated rule will include the latest information about Boards for Correction of Military/Naval Records (BCM/NRs) and Disability Review Boards (DRBs), current DoD policy on BCM/NRs and DRBs, Don't Ask Don't Tell policy, Post Traumatic Stress Disorder/Traumatic Brain Injury policy, all of which apply to both DRBs and BCM/NRs. This rule discusses the review of discharges or dismissals under 10 U.S.C. 1553; provides guidelines for discharge review by application or on motion of a Discharge Review Board (DRB), and the conduct of discharge reviews and standards to be applied in such reviews; assigns responsibility for administering the program; makes provisions for public inspection, copying, and distribution of DRB documents through the Armed Forces Discharge Review/Correction Board Reading Room; establishes procedures for the preparation of decisional documents and index entries; and provides guidance for processing complaints concerning decisional documents and index entries. The revision of 32 CFR part 70 supports a recommendation of the DoD Regulatory Reform Task Force.
