Title: Management and Administration of Osage Mineral Estate  
Abstract:

In 2011, the United States and the Osage Nation signed a settlement agreement covering management of the Osage Nation's oil and gas mineral estate. As a result of settlement negotiations, the parties agreed to a negotiated rulemaking to revise the relevant regulations. The final rule published in May 2015, but because of a court order and remand the rule never became effective. This proposed rule would revise the regulations governing leasing Osage reservation lands for oil and gas mining.  This rulemaking will update the regulations to reflect current oil and gas operations (the last major substantive revision to the regulations was in 1974) including royalty accounting, bonding, reporting, lease compliance, and ennforcement measures. DOI is preparing a draft for Tribal consultation with the Tribe to publication of a proposed rule.
