Title: Revisions to the Supplemental Leverage Ratio to Exclude Certain Central Bank Deposits of Banking Organizations Predominantly Engaged in Custody, Safekeeping and Asset Servicing Activities
Abstract:

The OCC, FRB, and FDIC issued a proposed rule to implement section 402 of the Economic Growth, Regulatory Relief, and Consumer Protection Act. Section 402 directs the agencies to amend the supplementary leverage ratio under their regulatory capital rules to exclude certain central bank deposits of banking organizations predominantly engaged in custody, safekeeping, and asset servicing activities. Under the proposal, a banking organization that qualifies as a custodial banking organization would exclude deposits placed with certain central banks from the supplementary leverage ratio, subject to a specified limit.
