Title: Energy Savings Performance Contract Procedures and Methods 
Abstract:

This rulemaking would amend the existing regulations governing energy savings performance contracts entered into by Federal agencies for implementation of privately financed investment in building and facility energy and water conservation measures. The revised regulations would reflect amendments to the relevant statutes as well as changes in the program based on current best practices.
