EPA/OAR RIN: 2060-AT76 Publication ID: Fall 2019
Title: Supplemental Notice of Potential Withdrawal of the Control Techniques Guidelines for the Oil and Natural Gas Industry
Abstract:

The EPA published in the Federal Register the Release of Final Control Techniques Guidelines for the Oil and Natural Gas Industry” on October 27, 2016 (81 FR 74798). These guidelines provided recommendations for reducing volatile organic compound emissions from existing oil and natural gas equipment and processes in moderate and higher classified ozone nonattainment areas and states in the Ozone Transport Region. On March 9, 2018, EPA proposed to withdraw the CTG in its entirety due to the reconsideration of the 2016 Oil and Natural Gas New Source Performance Standards and the fact that they relied on the same underlying data and conclusions (83 FR 10478). In response to the substantive comments received, EPA is planning to release a supplemental notice to a potential withdrawal that will lay out a new rationale for withdrawal, as well as potential alternatives to withdrawing the CTG in its entirety.
