Title: Whistleblower Program
Abstract:

This rule would establish the procedures and standards to implement the requirements of the Motor Vehicle Safety Whistleblower Act, FAST Act sections 24351 and 24352, codified at 49 U.S.C. section 30172. The regulations will implement the whistleblower program. It is intended to enhance the protections provided to whistleblowers, and it generally explains the scope of the whistleblower program to the public and potential whistleblowers. It further defines certain terms critical to the operation of the whistleblower program and outlines the procedures for submitting original information, applying for awards, the Agency's procedures for making decisions on the claims, appeals of such decisions, and payment of the award. It also discusses communications with individuals reporting safety information, confidentiality of the whistleblowers' identity, and a prohibition against retaliation.
