Title: National Shipping Authority Regulations, Subchapter Update 
Abstract:

Revisions to parts 315 to 347 (The National Shipping Authority Regulations) are intended to correct numerous citations in accordance with codification of title 46 of the United States Code, coordinate with the Transportation Priority Allocation System (TPAS), remove internal procedural items, update agency contacts, update citations, revise portions of text, remove obsolete references, and reorganize the regulations. This collection of regulations contemplates that the U.S. Government may enter into agreements with Agents to manage and operate vessels owned, controlled, or chartered by the United States for national security and/or national defense-related operations.

Additional Information: This rulemaking is responsive to Executive Order 13771. MARAD believes that the administration of the national shipping authority can benefit from modernization and reduction in the number of regulations governing the program. Doing so is consistent with Executive Order 13771 and should diminish the administrative burden placed on program participants.
