Title: Hazardous Materials: Compatibility With the Regulations of the International Atomic Energy Agency
Abstract:

In coordination with the Nuclear Regulatory Commission (NRC), this rulemaking would harmonize the Hazardous Materials Regulations (HMR; 49 CFR parts 171 to 180) for packaging and transportation of radioactive material with the international safety regulations, "Specific Safety Requirements No. SSR-6, 'Regulations for the Safe Transport of Radioactive Material,'” published by the International Atomic Energy Agency (IAEA) in the 2012 Edition (SSR-6) and in the 2018 Edition (SSR-6, Rev.-1). Specifically, this rulemaking would add a new category of Surface Contaminated Objects (SCO-III) for large solid objects, which due to their size and weight cannot reasonably be transported in a package. These provisions would provide an enhanced level of safety while removing regulatory burden on industry stakeholders.
