Title: Manufactured Home Construction and Safety Standards Formaldehyde Emission Controls From Certain Wood Products (FR-6018) 
Abstract:

This rule implements the Formaldehyde Standards for Composite Wood Products Act of 2010 (Pub. L. 111-199), which added title VI to the Toxic Substances Control Act (TSCA). Title VI of the TSCA requires that the Environmental Protection Agency (EPA), which is responsible for administering the TSCA, promulgate a final rule to implement Formaldehyde Emission Standards for Composite Wood Products. Title VI also requires HUD to update its formaldehyde emission standards in section 3280.308 not later than 180 days after the EPA’s promulgation of formaldehyde regulations, to reflect the standards established by section 601 of the TSCA. This rule updates 24 CFR 3280 and 24 CFR 3282 to ensure consistency with the EPA’s regulations implementing section 601 of the TSCA. In addition, the rule removes provisions in 24 CFR part 3280 requiring the Formaldehyde Health Notice to be displayed in each new manufactured home, and requiring re-certification and testing of plywood and particleboard.
