Title: Enhanced Document Requirements and Captain Training Requirements to Support Use of the Dolphin Safe Label on Tuna Products | |
Abstract:
The National Marine Fisheries Service issued this interim final rule to revise regulations governing the use of "dolphin safe" labels on tuna products under the Dolphin Protection Consumer Information Act. This rule modified the requirements for the certifications that must accompany the Fisheries Certificate of Origin; broadened the scenarios under which the Secretary of Commerce may make a determination that regular and significant mortality and/or regular and significant association of dolphins is occurring in tuna fisheries. This interim final rule was intended to ensure that the United States satisfies its obligations under the General Agreement on Tariffs and Trade and the Agreement on Technical Barriers to Trade. |
