Title: Regulatory Amendments to Procedures for the Active and Inactive Vessel Register 
Abstract:

This action revises regulations governing management of the well volume capacity limit for U.S. purse seine vessels fishing for tuna in the eastern Pacific Ocean and implements Inter-American Tropical Tuna Commission (IATTC) Resolution C-18-06. The United States is obligated to manage U.S. purse seine well volume capacity in the IATTC Convention Area within the limit established by the IATTC. The IATTC Regional Vessel Register (Register) is used for this purpose, as well as for recording a list of all vessels authorized to fish for tuna or tuna-like species in the IATTC Convention Area. This rule's revisions allow for more efficient and effective utilization of the U.S. fleet capacity. The rule also implements Resolution C-18-06, expanding International Maritime Organization vessel identification number requirements to vessels under 100 gross registered tons or gross tonnage, and 12 meters in length or greater fishing on the high seas in the IATTC Convention Area.
