Title: Rule to Revise Declaration of Intent Requirements for the Special Access Programs for Groundfish 
Abstract:

The New England Fishery Management Council may recommend revising or removing the declaration of intent requirement to fish in the Eastern United States/Canada Special Access Program and the Closed Area II Yellowtail Flounder/Haddock. This proposed action would implement any such recommendation.
