Title: Regulatory Amendment 29 to the Snapper Grouper Fishery Management Plan | |
Abstract:
NMFS proposes regulations to implement the South Atlantic Fishery Management Council’s Regulatory Amendment 29 to the Snapper-Grouper Fishery Management Plan. Commercial and recreational fishermen have expressed concern about regulations that result in released fish that do not survive, particularly South Atlantic red snapper. To improve the survivorship of released fish, the Council recommended measures that aim to minimize the impact of capture. In implementing the Council’s recommendations, this action proposes to require descending devices be on board commercial, for-hire, and private recreational vessels while fishing for or possessing snapper-grouper species. It also proposes to require the use of non-offset, non-stainless-steel circle hooks when fishing for snapper-grouper species with hook-and-line gear and natural baits north of 28 degrees north latitude and require all hooks be non-stainless-steel when fishing for snapper-grouper species. Finally, this action proposes to remove the powerhead prohibition in federal waters off South Carolina to allow for more consistent regulations for the dive component of the fishery. |
