Abstract:
This rulemaking action proposes to implement Western Pacific Fishery Management Council’s recommendation to amend the Fishery Ecosystem Plan for Pelagic Fisheries of the Western Pacific (Amendment 10). In implementing the Amendment, this rulemaking proposes to establish measures to manage interactions between the Hawaii shallow-set pelagic longline fishery and leatherback and North Pacific loggerhead sea turtles. Measures would include an annual fleet-wide interaction limit for leatherback turtles and individual fishing trip interaction limits for leatherback and loggerhead turtles. This action is necessary to comply with the terms and conditions of the most recent Endangered Species Act biological opinion for the fishery, while maintaining a sustainable domestic seafood supply. |
