Title: ●Framework Adjustment 8 to the Northeast Skate Complex Fishery Management Plan | |
Abstract:
This action proposes to implement the New England Fishery Management Council’s Framework Adjustment 8 to the Northeast Skate Complex Fishery Management Plan (FMP). The FMP manages a complex of seven skate species which are harvested in two different fisheries: One for food (wing fishery) and one for lobster bait (bait fishery). Fishery specific total allowable landings (TALs) and possession limits are set as part of an annual review and specifications process. Framework 8 contains skate fishery specifications for the 2020-2021 fishing years. According to the best scientific information available to allow the fishery to achieve optimum yield, this action proposes an increase in the annual catch limit and overall total allowable landings that would result in about a 13-percent increase each in both the bait and wing fisheries’ total allowable landings. This action further proposes to increase the seasonal possession limits in the wing and bait fisheries to allow more flexibility in how the additional quota may be harvested.
