Abstract:
In response to a Pacific Fishery Management Council recommendation, on June 28 2019, NMFS published a Final Rule to implement an Electronic Monitoring (EM) program in the West Coast Groundfish Trawl Rationalization Program (84 FR 31146). The EM program allows vessels participating in the Trawl Rationalization Program the option to use electronic systems (cameras, sensors, recording and data storage devices) in lieu of human observers to meet 100 percent catch monitoring and accounting requirements. Vessels participating in the Trawl Rationalization Program are not required to use EM, and may choose a combination of monitoring types that best suits the operating plan of individual businesses when considering cost and efficiency. Regulations currently require third-party video review service providers to store EM data, including raw video, for at least three years. This proposed rule would decrease the data retention period to reduce EM program costs, include measures to clarify and streamline program regulations, and reduce public burden while continuing to meet objectives of the Trawl Rationalization Program. |
