Title: ●Emergency Measures to Address Observer Coverage During the Outbreak of the COVID-19 Coronavirus 
Abstract:

NMFS is taking emergency action pursuant to the emergency provisions in 305(c)(3)(C) of the Magnuson-Stevens Fishery Conservation and Management Act to provide the ability in all U.S. fisheries to waive observer coverage under certain circumstances during the evolving outbreak of the COVID-19 coronavirus. This emergency rule is being taken to ensure the public health and safety of fishermen, observers, or other persons in the area. No socioeconomic impacts are expected by this rule beyond any caused by the outbreak of the COVID-19 coronavirus itself.
