Title: Implementation of the February 2020 Australia Group Intersessional Decisions: Addition of Certain Rigid-Walled, Single-Use Cultivation Chambers and Precursor Chemicals to the Commerce Control List 
Abstract:

The Bureau of Industry and Security (BIS) is publishing this final rule to amend the Export Administration Regulations (EAR) by adding certain rigid-walled, single-use cultivation chambers and precursor chemicals to the Commerce Control List (CCL), consistent with the obligations of the United States as a participating country in the Australia Group (AG). These items were previously not listed on the CCL or controlled multilaterally, either because they represent emerging technologies or have new applications. Furthermore, the absence of export controls on these rigid-walled, single-use cultivation chambers and precursor chemicals could be exploited for chemical and biological weapons (CBW) purposes.
