Title: Amendment to the Export Administration Regulations to Add Additive Manufacturing Equipment for "Energetic Materials" 
Abstract:

The Bureau of Industry and Security (BIS) controls the export, reexport, and transfer (in-country) of dual-use and less sensitive military items through the Export Administration Regulations (EAR), including the Commerce Control List (CCL). Certain items, however, may not yet be listed on the CCL or controlled multilaterally because they are emerging technologies. One such item is additive manufacturing equipment for energetic "materials,” which are defined in the EAR as substances or mixtures that react chemically to release energy required for their intended application. Subclasses of energetic materials include "explosives,” "pyrotechnics,” and "propellants.” This interim final rule adds controls on additive manufacturing equipment for energetic "materials” and related software and technology to the CCL.
