Title: Rules Applicable to the Public 
Abstract:

This final rule makes administrative edits to a Department of Navy rule covering a variety of subjects. The part was originally published on December 28, 1948 (13 FR 8971), and most recently updated on October 19, 2000 (65 FR 62619). Section 6, "Regulations for Pearl Harbor, Hawaii," will be relocated in 32 CFR 761 under RIN 0703-AB24. Section 12, Navy and Marine Corps absentees; rewards, will be removed as it is duplicative of statute (10 U.S.C. 956). Section 13, Insignia To Be Worn On Uniform By Persons Not In The Service, will be modified to remove content on the Freedom of Information Act (FOIA) which has been superseded by the DoD FOIA Regulation codified at 32 CFR 286. Section 14, Unofficial use of the Seal, Emblem, Names, or Initials of the Marine Corps, will be amended to update content based on the 2004 enactment of 10 U.S.C. 2206. This revision supports a recommendation of the DoD Regulatory Reform Task Force.
