Title: Migratory Bird Subsistence Harvest in Alaska; Exempting Subsistence Hunters From Duck Stamp Purchase 
Abstract:

We propose to amend the regulations governing subsistence hunting of migratory birds in Alaska by adding an exemption for rural subsistence migratory bird hunters in Alaska to purchase a Duck Stamp. Doing so will comport with the intent of Congress as written in the Federal Duck Stamp Act of 2014.
