Title: ● Implementation of Executive Order 13891: Guidance Documents 
Abstract:

The Department of the Interior revise our rulemaking procedures to implement Executive Order 13891 (EO 13891), "Promoting the Rule of Law Through Improved Agency Guidance Documents."  The EO requires Federal Agencies to finalize regulations or amend existing regulations to establish processes and procedures for issuing guidance documents; to have a single, searchable indexed website that contains guidance documents; and to establish exceptions from this EO for categories of guidance documents.
