Title: Procedures for Asylum and Withholding of Removal; Credible Fear and Reasonable Fear Review 
Abstract:

The Department of Justice and the Department of Homeland Security propose to amend regulations governing the standards and procedures for making credible fear determinations or reasonable fear determinations for aliens who are subject to expedited removal, but who want to seek asylum or express a fear of persecution or torture. The Departments also propose changes to the regulations regarding applications for asylum and withholding of removal, including what must be included for a complete application, the definition of terms, the procedures for adjudicating those claims, factors relevant for the exercise of discretion, and the standards for finding an asylum application frivolous.
