Title: Alternatives to Petitions for Modification: Non-Permissible Surveying Equipment 
Abstract:

In accordance with Executive Order 13771, Reducing Regulation and Controlling Regulatory Costs, and Executive Order 13777, Enforcing the Regulatory Reform Agenda, MSHA sought comment on existing regulations that could be revised to include alternatives to safety standards, which MSHA typically approves in Petitions for Modification submitted by mine operators. Incorporating alternatives into existing regulations would save costs incurred by mine operators who submit such Petitions. MSHA’s first action will be to issue a notice of proposed rulemaking on the use of non-permissible surveying equipment in underground coal mines. This is an ongoing effort and MSHA continues to accept public stakeholder input on existing regulations that could be revised to include alternatives to safety standards.
