Abstract:
Executive Order (EO) 13891, titled Promoting the Rule of Law Through Improved Agency Guidance Documents, requires, among other things, that executive branch agencies finalize regulations, or amend existing regulations as necessary, to set forth processes and procedures for issuing guidance documents. This proposed rule implements the requirements of EO 13891. This rulemaking is not significant under EO 12866. |
