Title: Department of State Acquisition Regulations: Whistleblower Provisions 
Abstract:

The purpose of this rule is to implement what is now FAR 3.908, which is a pilot program. This rule will state that the Procurement Executive is the agency head, as was done in 48 CFR 603.905 and 603.906.
