Abstract:
This proposed rule would remove the policy guidance that implements the Use of Priorities and Allocation Authority for Federal Supply Classification (FSC) Common Use Items (DMO-12) for the Federal Emergency Management Agency (FEMA). This policy guidance was published in the July 1, 1980, Federal Register. Since 1980, there have been substantive changes to the underlying statutory authority, the Defense Production Act of 1950, as amended, and to the related Executive Orders. However, the policy guidance has never been updated to reflect those changes. Therefore, FEMA is proposing the removal of this obsolete policy guidance from its Code of Federal Regulations. |
