Title: Energy Conservation Standards for Three-Phase Commercial Air-Cooled Air Conditioners and Heat Pumps Less Than 65,000 Btu/h | |
Abstract:
Pursuant to ASHRAE action to amend ASHRAE Standard 90.1 for certain equipment classes of three-phase commercial air-cooled air conditioners and heat pumps less than 65,000 Btu/h, the statute requires the U.S. Department of Energy (DOE) to initiate an effort to consider amending energy conservation standards for those equipment classes (42 U.S.C. 6313(a)(6)(A)). DOE is also considering amended energy conservation standards for the other equipment classes of this equipment category (i.e., the remaining classes where DOE was not triggered by ASHRAE action) under its 6-year-lookback authority (42 U.S.C. 6313(a)(6)(C)). For the ASHRAE trigger equipment classes, DOE must either: 1) adopt the amended ASHRAE levels; or 2) propose more-stringent levels based upon clear and convincing evidence that such standards would result in significant additional energy savings and be technologically feasible and economically justified. For the 6-year-lookback equipment classes, DOE must either: 1) propose amended energy conservation standards (once again, based upon clear and convincing evidence that such standards would result in significant additional energy savings and be technologically feasible and economically justified) for these equipment classes; or 2) to determine that the existing standards do not need to be amended. Once completed, this rulemaking will fulfill DOE’s statutory obligations under both statutory provisions. |
