Title: Use of Mobile Wireless Devices for Voice Calls on Aircraft 
Abstract:

This rulemaking would explore whether DOT should adopt a rule to disclose or restrict voice communications on passengers´ mobile wireless devices on scheduled flights within, to and from the United States. In 2013, the Federal Communications Commission (FCC) issued a notice of proposed rulemaking that, if adopted would, among other things, create a pathway for airlines to permit the use of cell phones or other mobile wireless devices to make or receive calls on board aircraft. At present, however, air carriers do not offer voice call service within U.S. airspace. Section 403 of the 2018 FAA Reauthorization Act requires DOT to issue regulations prohibiting passengers from engaging in voice communications onboard aircraft.
