Title: Use of Locomotive Horns at Highway-Rail Grade Crossings; Miscellaneous Revisions | |
Abstract:
This rulemaking would revise FRA's locomotive train horn regulations in 49 CFR part 222 in response to comments received during FRA's retrospective review. FRA is not required by statute to initiate this rulemaking. However, FRA received numerous comments from the general public and local communities with proposed changes to FRA's locomotive train horn regulations to improve the quiet zone development process, allow greater flexibility in the use of crossing improvements as an alternative to routine locomotive horn sounding at public highway-rail grade crossings, and reduce the regulatory impact on affected communities, while still maintaining high standards of safety for railroad operations and highway-rail grade crossing users. |
