Title: Enterprise Regulatory Capital Framework 
Abstract:

The proposed rule will propose a new regulatory capital framework for the Federal National Mortgage Association and the Federal Home Loan Mortgage Corporation which would consist of risk-based and leverage capital requirements, and buffers. The risk-based capital requirements would provide a granular, countercyclical assessment of credit risk for different mortgage loan categories, as well as market risk and operational risk components. The leverage capital requirements are designed to maintain a risk-invariant capital position commensurate to the leverage requirements for systemically important U.S. banks. The capital buffers would complement these granular requirements by providing the Enterprises with additional loss-absorbing capital.
