Abstract:

The Department of Veterans Affairs (VA) proposes to amend 38 CFR 3.306 and 3.310 to more clearly define aggravation in service connection claims.  The new definition incorporates interpretive guidance from case law; inclusive in this definition is the requirement of permanent worsening.
