Abstract:
The Council on Environmental Quality is developing regulations to implement the requirements of Executive Order (EO) 13891, "Promoting the Rule of Law Through Improved Agency Guidance Documents," signed on October 9, 2019 (84 FR 55235). The EO requires Federal agencies to finalize regulations or amend existing regulations to establish processes and procedures for issuing guidance documents. |
