Title: United States Agency for International Development Implementation of E.O. 13891 
Abstract:

This rule amends the U.S. Agency for International Development’s (USAID) regulations to implement E.O. 13891, Promoting the Rule of Law Through Improved Agency Guidance Documents.  This rule sets forth processes and procedures for USAID to issue guidance documents in a manner consistent with the requirements of Federal law applicable to all employees involved in the inherently governmental deliberative policy decision-making and employees involved in related administrative processes.
